Blackout and touch skills
I think blackout and other such touch skills should be grouped into a category "touch range skills" to eliminate confusion.
If wards and wells are grouped why not "touches"?

also... there should be a skill, either within each class, or something shared by all classes, which will give a character the change to evade, dodge, etc a touch skill

Not all "touch" skills are just skills. See reference starburst as "eliete spell", that involves "touching". Probably tagged that way as an afterthought to expertise due to the energy cost maniplation to multiple targets.
A better classification for all general skill sets/use would not be a bad thing. There is already some standardization between things like interupt skills, healing, etc. There are only a few things that dont really neatly fall into a catagory, due to how they operate. Ritual lord not being a stance or shout, troll ungent not being a enchantment, etc.

I don't consider this sort of thing to be a real problem, but if it is, I think it would be better solved by changing everything now listed as just plain "Skill" to "Misc. Skill" or something like that. Adding a touch-skill category would just create confusion with the touch-range spells that exist, and wouldn't do anything about skills like Troll Unguent and Ritual Lord, as Phades points out.

"Touch" is the range of the spell/skill. It's the same as adjacent. However adjacent always refers to adjacent to target foe/ally, touch is used to refer to your postition in relation to a target foe/ally.
Let's group all skills that are "Nearby" and "Area" effects into a "Nearby" and "Area" category while we're at it. We should also note on every warrior skill that you need to be in "Touch" or "Adjacent to target foe."
